Your EVE installation is working correctly 98% of the time- there should be no blue flame when warping. :) In game mechanics, the ship gets pulled ahead by the warp bubble created by your warp drive.

I had this happen to me exactly once myself, but it was of little use on an Iteron; I could target, and use my mining laser, while I "appeared" to people, but was unlockable. Turning, however, uncloaked me the rest of the way.
